The Comprehensive Nuclear-Test-Ban Treaty (CTBT) was opened for signature on 15 September 1996. The CTBT prohibits nuclear test explosions in all environments: underground, in the oceans, and in the atmosphere. As of 1 April 2011, the CTBT has been signed by 182 States, and has been ratified by 153 States. The CTBT will enter into force once it has been ratified by 40 States specified in Annex 2 of the treaty, the so called “Annex 2 States”. As of 1 April 2011, 35 of the Annex 2 States have ratified the CTBT. The Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Technical Secretariat (CTBTO/PTS) was established in 1997 to prepare the systems for monitoring compliance with the CTBT once the Treaty enters into force. During this preparatory phase a great amount of work is being done to establish the International Monitoring System (IMS), the Global Communication Infrastructure (GCI), the International Data Centre (IDC) in Vienna, Austria and the On-Site-Inspection (OSI) capabilities.
